IS RASCAL SUPPOSED TO TRIGGER FATIGE DMG?

Hello,

i was playing against an anutrof mill deck and i noticed that when he played rascaland i had no more card in my deck it still counted as a draw but the card says discard the card from the deck i dont know if is intended but the fatigue is not only supposed to be trigger when you draw the cards instead of trigerring by a card that makes you discard?
